Will emerging technologies bring Europe security? Or will they decrease crisis-stability and further hamper arms control and detente? That depends on the military doctrine into which they are to be incorporated. Will Western Europe support the implementation of SDI, beginning with the installation of anti-ballistic missile systems on its own territory? Will it opt for the US-designed deep-strike doctrine? Or should the European NATO members opt for a purely conventional doctrine that emphasizes defense? These questions are discussed against the background of a wealth of information, both on the relevant technologies and weapon systems, and on the doctrines now under development. The choice of weapon systems is shown to be a political issue which must not be left to military specialist.
