Despite his willingness to send U.S. troops on combat missions in the Korean War, President Harry S. Truman was continually charged by his opponents and some members of the press with being "soft" on communism. In response to these accusations, he declared that a strengthening of American civil liberties and avenues of dissent would help win the cold war because it would show the strength of the democratic system of government.
