Major urban areas such as New York City were seen as particularly vulnerable targets for a nuclear attack during the cold war. The City of New York staged a massive air-raid drill in 1952, which involved 50,000 trained volunteers and simulated a large-scale nuclear attack on New York City. The volunteers "decontaminated" streets and buildings with water before rescuing victims. After the drill, authorities declared that New York was prepared for any attack.
