Following the Suez Crisis, President Dwight Eisenhower requested funds from Congress that would provide economic and military assistance to any country in the Middle East that was "threatened" by communism. The policy, which was meant to prevent the Soviet Union from forming alliances with oil-rich Arab states, was later cited when the United States provided military assistance to Lebanon.
